Dr. Claire Wulf Winiarek is a government affairs and public policy executive with leadership experience at the intersection of healthcare, pharmacy, technology, and regulated markets. Most recently, she served as Head of Government Affairs and Public Policy for Amazon Health, where she built and led the company’s healthcare policy and advocacy function and advised senior leaders on pharmacy policy, digital health, AI, and market-shaping regulatory issues.
Previously, Claire was the most senior career official overseeing Medicaid managed care at CMS. She has led public policy and alliance advocacy for the PBM industry, including during the COVID-19 pandemic, and held government-focused policy roles at Elevance Health, Amerigroup, and Magellan Health/MagellanRx. Earlier in her career, she served on staff to two members of Congress during the development and implementation of Medicare Part D. Across industry and government, Claire has helped shape policies that expand access, improve affordability, and enable innovation.
